Unless a laptop is necessary, get a desktop with room for mods and expansion. I have run Rawtherapee on a similar laptop (with more memory & separate video chip) using win10. Yes, it takes a while for win10 updates to sort things out. You will be fine using win10 security features - not 100% but faster and free.

Admittedly, the temp install files should have been deleted when done, but many programs do not clean up. Many anti-virus programs hickup on the temp install file/program and call it bad.
Best to wait for funds to acquire a newer machine. The HD is an okay match for the CPU & mobo chipset. DDR3 memory is difficult to find & relatively expensive. The CPU will support 16gb total memory but don't know if there is an empty slot on the mobo. Intel integrated video in those days was weak and needed to page swap to the main memory. The CPU is 2 core, 4 thread with a base clock of 1.7ghz and 2gb integrated video. This version of Rawtherapee has been out long enough that this shouldn't be a problem but false positives can end up in the virus signature files. Virus scanners sometimes give false positives on open source programs. If you are certain you downloaded a clean version from the developer's website than try adding an exception to the virus scanners settings. Once it gets a hold of something classified as malware it will block disk and memory access which can slow your system to a crawl waiting for I/O.
I would say your problem is the virus scanner. Just a quick tip: pressing control-shift-escape opens Windows 10 task manager directly.
